That menu is pretty cool, not a fan of the header and the headings though, but the date on the other hand are pretty cool also. I'll give this 7.5/10. That header is just way to loud for the simplicity of the rest of the site, if he kept with more of those sleek lines on the menu I'd bump it to a 8.5.

It may be due to the fact that I've not got the language packs installed to let me view the website as it's intended but the site doesn't really grab me too much. I really like the navigation buttons but after that the site seems to fall apart for me. Whilst the layout is quite good there's just too much white for me with not enough to bind it together for my liking.

Yes, I agree with those who say the "header image" - the image below the menu and the content - needs to be revisited, imho. I have 1680x1050, but I'm still irritated when I can see that a site's content starts below the fold for those with 800x600. Just seems like a waste of real estate. I also agree that the menu is trés sexy.

8.5 - assuming there are people out there somewhere who can read the site.

I don't think the nav matches the rest of the site. Revise all those grunge brush effects. This has potential to be a good site but at the moment it is all over the place.
